First-term Democratic Rep. Max Rose is facing Republican State Representative Nicole Malliotakis in New York's 11th congressional district.

The candidates

Rose, the incumbent, is an Army veteran and former Ranger. He was awarded a Bronze Star and Purple Heart after being wounded in an IED explosion during his tour of Afghanistan. In addition to being a member of Congress, Rose is a company commander in 69th Infantry Battalion of the New York Army National Guard.

Malliotakis has been a member of the New York State Assembly since 2010 where she is currently the only Republican woman and Hispanic Republican to represent the state. She was the 2017 Republican nominee for Mayor of New York City which she lost to incumbent Mayor Bill de Blasio.

The district

The 11th congressional district includes all of the borough of Staten Island and parts of the Bay Ridge, Bath Beach, and Gravesend neighborhoods of Brooklyn.

Despite being located in otherwise deep-blue New York City, the 11th district has traditionally voted Republican and has been known for years as a conservative bastion and a counterweight to the rest of the city thanks to a number of overlapping demographic factors including its base of white, blue-collar voters, including a substantial contingent of active and retired New York City police officers and firefighters.

The 11th district voted for President Donald Trump by a margin of nearly ten percentage points in 2016, but Rose flipped the district in 2018, beating the Republican incumbent, Dan Donovan, by a margin of over six percentage points.

The money race

According to the Center for Responsive Politics, Rose has raised $5.7 million, or about $4 million more than Malliotakis with $1.7 million. Rose has $4.3 million on hand while Malliotakis has only $956,000 remaining.

What experts say

The race between Rose and Malliotakis is rated as a "toss-up" by Inside Elections, Sabato's Crystal Ball at the University of Virginia Center for Politics, The Cook Political Report.
